Saad Rizwi: The Man Behind the Movement

Saad Hussain Rizvi (Urdu: سعد حسین رضوی), born on September 21, 1994, is a prominent Pakistani religious and political leader. He serves as the second Ameer (chief) of Tehreek-e-Labbaik Pakistan (TLP), a far-right Islamist populist party rooted in the Barelvi school of Sunni Islam. Rizvi inherited the leadership from his father, Khadim Hussain Rizvi, the party’s founder, and has continued its hardline stance on blasphemy laws, the finality of Prophethood (Khatm-i-Nabuwat), and related religious issues. Under his guidance, TLP has evolved from a street protest movement into a significant electoral force, particularly in Punjab province, while remaining controversial for its role in violent demonstrations.

Rizvi was born into a Punjabi Awan family in Nikka Kalan, Tehsil Pindi Gheb, Attock District, Punjab, Pakistan. He is the eldest son of Khadim Hussain Rizvi, a renowned Islamic scholar, preacher, and firebrand cleric who later founded TLP, and his wife Kanwal Rizvi. He grew up alongside a younger brother, Anas Hussain Rizvi, and four sisters in a deeply religious household. His father, who was wheelchair-bound after a 2007 car accident, instilled in him a strong commitment to Islamic scholarship and activism.

The Birth and Rise of Tehreek-e-Labbaik Pakistan (TLP)

The Tehreek-e-Labbaik Pakistan (TLP) emerged from a movement defending Pakistan’s controversial blasphemy laws. The execution of Mumtaz Qadri in 2016, who had assassinated Punjab governor Salman Taseer for criticizing these laws, served as the primary catalyst for the formation of the political party. 

Assassination of Salman Taseer: Taseer’s own bodyguard, Mumtaz Qadri, shot and killed him in January 2011, claiming it was his religious duty to do so.
TLP’s official founding: Building on the momentum and public anger following Qadri’s execution, Rizvi formally founded the Tehreek-e-Labbaik Pakistan in August 2015, with the party’s political wing registered in 2017.

Entry into Politics

Rizvi entered politics as a founding member of Tehreek-e-Labbaik Pakistan in August 2015, alongside his father. The party emerged from the Tehreek Rihai Mumtaz Qadri movement, formed to protest the imprisonment and eventual execution of Mumtaz Qadri, a police guard convicted for assassinating Punjab Governor Salman Taseer in 2011 over Taseer’s criticism of Pakistan’s blasphemy laws. Khadim Hussain Rizvi, dismissed from his role as a government-appointed imam in 2016 for inflammatory speeches defending Qadri, rebranded the group as TLP to advocate for strict enforcement of blasphemy laws (particularly Section 295-C of the Pakistan Penal Code) and the protection of the Prophet Muhammad’s honor.
From 2017 to 2020, Rizvi served as TLP’s Deputy Secretary-General, playing a key behind-the-scenes role in organizing protests, managing logistics for sit-ins, and spearheading the party’s social media presence on platforms like Twitter and Facebook. He was known for his discipline, humility, and active involvement in public gatherings, often compensating for his father’s mobility limitations. Rizvi’s early career involved coordinating nationwide demonstrations, including the 2017 Faizabad sit-in, which paralyzed access to Islamabad and forced the government to amend an elections bill perceived as softening blasphemy protections.

Leadership of TLP (2020–Present)

2021 Arrest and Nationwide Unrest: On April 12, 2021, Rizvi was detained in Lahore under the Anti-Terrorism Act, 1997, ahead of a planned protest demanding the expulsion of the French ambassador over cartoons of the Prophet Muhammad. His arrest sparked violent clashes across Pakistan, resulting in the deaths of at least four police officers, the abduction and torture of others, and over 100 TLP arrests. The government, led by the Pakistan Tehreek-e-Insaf (PTI), struck a controversial deal with TLP in November 2021, agreeing to review blasphemy cases, ban French imports, and boycott French goods. Rizvi was released on November 15, 2021, after seven months in solitary confinement, hailing the accord as a “victory for the ummah.”

Protests and Controversies: Rizvi has led high-profile actions, including 2023 walkouts against fuel price hikes and 2024 sit-ins in Faizabad demanding aid for Gaza, boycotts of Israeli products, and labeling Israeli PM Benjamin Netanyahu a “terrorist.” In October 2025, TLP’s anti-Israel marches in Lahore escalated into deadly clashes with police, killing at least 11 TLP supporters (per Rizvi’s claims) and injuring Rizvi himself with multiple bullet wounds, leaving him in critical condition. Reports also emerged of police raids on his residence, detaining his wife, mother, and children, prompting nationwide lockdowns, internet shutdowns, and motorway closures.
Electoral Gains: In the 2018 elections, TLP surprised observers by securing 2.2 million votes nationwide (third-largest in Punjab) and two seats in Sindh’s assembly, despite boycotting the polls initially. Under Rizvi, the party contested fully in 2024, earning nearly 2.9 million votes—the fourth-largest nationally and third in Punjab—though it won no National Assembly seats. Rizvi himself ran unsuccessfully from NA-50 (Attock) and NA-160 (Bahawalnagar-I).

TLP, founded on August 1, 2015, by Khadim Hussain Rizvi, is a Barelvi Islamist party advocating full Sharia implementation, unyielding blasphemy enforcement, and opposition to perceived Western influences. It rejects democracy as “un-Islamic” but participates in elections to amplify its voice. With a grassroots network of madrasas and mosques, TLP has disrupted politics through blockades and violence but claims to avoid militancy like Tehreek-e-Taliban Pakistan (TTP). Under Rizvi, it positions itself as a “people’s movement” against corruption and foreign interference, holding sway in Punjab’s religious vote bank.

Present Update of Saad Rizwi

  • Escape during crackdown: According to the Punjab police, Rizvi escaped during a crackdown on a Tehreek-e-Labbaik Pakistan (TLP) protest in Muridke, which resulted in a police officer’s death and a terrorism case being filed against Rizvi and other TLP activists.
  • Money laundering investigation: Following a raid on his Lahore residence, authorities recovered a significant amount of foreign currency, including Indian currency, and nearly 2kg of gold. This led the Federal Investigation Agency (FIA) to open a money-laundering probe into Rizvi and his organization.
  • Family arrested: During the raid, Rizvi’s wife and infant daughter were reportedly taken into custody, though they were later released. 

Terrorism charges: After the violent clashes in Muridke, police registered a terrorism case against Rizvi and over 3,500 TLP workers. The FIR includes serious charges such as murder, attempted murder, and destruction of public property.

  • Illegal property acquisition: Police officials also allege that Rizvi’s organization acquired numerous properties near its Lahore headquarters, turning the area into a “no-go” zone. 
  • 2024 conviction in Netherlands: In September 2024, a Dutch court sentenced Rizvi to four years in prison in absentia for inciting the murder of anti-Islam politician Geert Wilders.
  • 2021 detention: Rizvi was previously detained for seven months in 2021 following violent clashes. He was released after the TLP reached a deal with the government.
  • Lost election: He contested and lost a by-election in Attock in 2024.
